Where's The Outrage Over $1 Billion-Plus For Widening I-39-90?

I got a kick out of this article in the Madison Cap Times.  The author of the article is a train supporter and is looking forward to the rail being between Milwaukee and Madison.  He has a valid question on why nobody is outraged by the $1 billion price tag to expand I90 to 6 lanes from Madison to Illinois and I think I have an answer for this question.  I would venture to guess that the 60,000 vehicles that use that stretch of road on an average day - which means the 21,900,000 vehicles that use that stretch of road in an average year (using the DOT statistics) find it a wiser way to use our tax money you jackhole!
