The crack West Allis police department has decided - after extensive investigating - that the mob attack by black youths against white fair goers were not racially motivated.
The fact that the 911 calls seem to overwhelmingly give creedence that the attacks were racially motivated - the West Allis police believes the crimes committed do not fit the US Justice Department's definition of hate crime.
